That arrangement has been maintained in this series, and unsorted papers have been filed into the appropriate sections. The series begins with general biographical material and service documentation, followed by papers relating to Mill's various service assignments, arranged chronologically, with the largest group of papers relating to Mills' command of the US Atlantic Fleet's airship wing. These files are followed by papers from Mills' service on board individual airships and surface ships. Mills' service correspondence, which was organized separately, is included in Series II.
